Arrow’ and ‘The Flash’ continue to expand, but Gotham and Metropolis are off limits

The DC and CW shows Arrow and The Flash continue to adapt and expand the DC universe for TV, but there are a few specific areas that are off limits to the productions. According to, the shows are not allowed to feature the cities of Gotham or Metropolis.

“There are things we can do, and there are things we can’t,” executive producer Andrew Kreisberg said during a recent screening of the shows for fans. “I’m a huge fan of Nightwing. But there are cities we can use, and then there’s everything else. You won’t be hearing Gotham or Metropolis on the show anytime soon.”

Kreisberg didn’t give an exact reason for the ban, but hat still leaves huge numbers of potential heroes and villains that could appear on one, or both shows. Presumably the characters of Batman, Superman, and many of the characters associated with them, however, are not available.

Batman and Superman are both on the way to the big screen, but the film and the television universes are separate, as clearly evidenced by the upcoming Flash film starring Ezra Miller. The TV version of the character is portrayed by Grant Gustin, but Miller will appear as the Flash in the Justice League films, a solo movie, and possibly a few other DC movies. The ban may have more to do with licensing concerns and legalities than anything on the creative side of things.

With or without the characters and locations from Gotham and Metropolis, the two CW shows have already introduced several DC heroes and villains, with more on the way. The characters of Arrow and the Flash will appear together in a two part story beginning with The Flash on December 2 and continued on Arrow the following day, and the initial bridge between the two will be Captain Boomerang. The Clock King, who originated on Arrow, also just appeared in The Flash, and more crossovers are planned.

Arrow is also building to the introduction of Ray Palmer as the Atom, a new Black Canary is on the way, and Ra’s al Ghul is one of the main villains of the season. On The Flash, Firestorm is coming soon, the Rogues Gallery continues to grow, and Reverse Flash is waiting down the road.

So while the loss of the two locations and their characters is a shame, it may be fairly minor in the grand scheme of things.
